Scheme completed

The Temporary Unemployment Relief Scheme has been completed. The Scheme’s telephone hotline, email and live-chat function have ceased operation.

Overview

The Hong Kong Special Administrative Region Government has launched the Temporary Unemployment Relief (“the Scheme”) under the sixth round of the Anti-epidemic Fund to provide assistance for people who have lost their jobs due to the fifth wave of the epidemic and to reduce their financial stress before they find another job, benefitting the following persons –

(1)

who were rendered unemployed since the fifth wave of the epidemic started in late December 2021; and

(2)

who have been requested not to work temporarily by the employers as the premises in which they work have been restricted under social distancing measures. Such premises include:

  • scheduled premises regulated under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) that have suspended operation for the time being
  • catering premises whose operations have either been suspended or restricted

Full-time and part-time employees as well as self-employed persons may apply. A one-off subsidy of $10,000 will be granted to each eligible person under the Scheme.

Eligibility

An applicant should apply for the Scheme in his/her personal capacity and must fulfil all of the following criteria:

(1)
holds a valid Hong Kong identity card
(2)
was aged 18 on or before 1 October 2021
(3)
has been ordinarily resident in Hong Kong throughout the period from 1 October 2021 to the date of submission of the application1
(4)
has worked in Hong Kong for at least one month during the three-month period from 1 October 2021 to 31 December 2021, with the total monthly employment income generally between $2,700 and $30,000
(5)
employment status:
  • has been continuously unemployed for at least 30 days (inclusive of date of application); or
  • currently employed in the following premises restricted by Cap. 599F, has been requested not to work by his/her employer and it has been at least 30 days since the last working day at the time of application (inclusive of date of application) –
    (i)

    scheduled premises that have suspended operation for the time being due to the fifth wave of the epidemic (i.e. amusement game centres, bathhouses, fitness centres, places of amusement, places of public entertainment, party rooms, beauty parlours, clubs or night clubs, karaoke establishments, Mahjong-tin kau premises, massage establishments, sports premises or swimming pools), or

    (ii)

    catering premises including bars, pubs or restaurants whose operations have either been suspended or restricted.

The following persons are not eligible for the Scheme:

(1)

those who quit on their own accord due to changing jobs or retirement

(2)

those who still have one paid job or more on the day of submitting an application (see T&C for details)

(3)

those who have been recipients of the Comprehensive Social Security Assistance Scheme at the time of application

(4)

those who have benefitted under specified measures of the sixth-round Anti-epidemic Fund (see T&C for details)


Definition and Calculation of Employment Income

Employment income includes all wages, allowances, commissions and bonuses but excludes (i) non-pecuniary benefits, and (ii) severance payments and long service payments under the Employment Ordinance (Cap. 57). Irrespective of whether applicants’ employment incomes have been recorded in the Mandatory Provident Fund (MPF) schemes or the Occupational Retirement Schemes Ordinance (ORSO) schemes, income generated from all of their jobs will be included in the calculation.

If applicants are not paid on a monthly basis (such as daily rated employees) or their monthly incomes are unstable, we will make reasonable adjustments to assess whether the applicants meet the requirement that the total monthly employment income is generally between $2,700 and $30,000. Please make reference to the illustrations on calculation.


Application Period and Arrangements for Disbursement of Subsidies

The application period of the Scheme will last for three weeks from 23 March at 8:00 am to 12 April at 11:59 pm. Applicants should ensure that the information submitted meets all the requirements under the Scheme to facilitate early processing.

Eligible applicants will be notified via SMS messages or emails (if email addresses are provided by the applicants). It is expected that most eligible applicants will receive their subsidies in three to four weeks after submission of application.


Application Method and Information Required

Applicants are reminded to verify their application information. Once an application is submitted, no withdrawal or amendment is allowed. When uploading information, please upload the required supporting documents by scanning or taking the front vertical shot of such documents. To speed up the vetting process, the scanned copies or photos must clearly display the text content.
Quick Reference to documents needed for application

Recent Employment Status

Subject to individual circumstances, applicants should provide the following information when submitting an application:

  • last employment date and supporting documents (letters of dismissal, records of superannuation, etc.). Applicant who cannot provide such information may make a personal representation (please click here to download the Self-Declaration Form template) in the application form; or
  • supporting documents (such as valid staff identity cards, employment contracts and salary statements) showing that applicants are working in amusement game centres, bathhouses, fitness centres, places of amusement, places of public entertainment, party rooms, beauty parlours, clubs or night clubs, karaoke establishments, Mahjong-tin kau premises, massage establishments, sports premises, swimming pools, or catering premises (including bars, pubs or restaurants) and the last working day.

Employees or self-employed persons with income recorded in MPF accounts

Applicants are not required to provide any proof with respect to income recorded in MPF schemes. The Government appointed agent will, with the use of the applicants’ Hong Kong identity card numbers, obtain information on the employment income of all MPF accounts of the applicants and other information. Income recorded in all MPF accounts of applicants will be included in the calculation.

Applicants with some of their employment incomes not recorded in their MPF accounts (e.g. no account opened by employer for employment with a period of less than 60 days) or whose employment incomes are not effectively reflected under MPF schemes (e.g. employers have not made voluntary contributions/declarations for their employees who are aged 65 or above) should choose “with employment income not recorded in any MPF schemes and ORSO schemes” and state such income information in the online application form and provide relevant income proof.

Applicants with an MPF “Self-employed Person” account (“MPF SEP account”) should note that information on MPF SEP accounts set up since 8 February 2022 (the day following the announcement of the launch of the Scheme by the Government) will not be included in the calculation. If applicants have other employment income not recorded under MPF schemes, they should choose “with employment income not recorded in any MPF schemes and ORSO schemes” and state such income information in the online application form and provide income proof.

Employees or self-employed persons with income not recorded in MPF schemes

For applicants with employment income not recorded in MPF schemes, they must provide the following information when submitting the application:

  • ORSO registration/exemption numbers, names of the ORSO schemes or names of employers (if applicable) ;
  • The supporting documents should show as clearly as possible the employers’ names, the applicants’ names and the employment income (such as salary statements and relevant documents issued by employers); and
  • employment income and supporting documents from January to March 2022 (if applicants were employed during this period).

Supplementary Documents

Applicants should keep in view of any SMS messages and emails (including those in the SPAM folder) sent under the Scheme upon submission of application. If the information is incomplete, the applicants concerned will receive SMS messages or email notifications requiring them to provide supplementary information according to the instructions set out in the messages before a specified date. If the applicants fail to provide supplementary documents within the time specified, their applications will not be processed.

Bank Account for Receipt of Subsidy

The applicant must use his or her personal bank account to receive the subsidy under the Scheme.

The subsidy will be disbursed directly to the applicants’ bank accounts by autopay. For applicants who have successfully received $10,000 under the 2020 Cash Payout Scheme (CPS), the subsidy will be deposited into the same bank account specified for receipt of CPS payment.

For applicants who did not register for the CPS or the bank account specified for receipt of CPS payment is no longer valid, they have to provide copies of their Hong Kong identity card, their bank account numbers for receipt of subsidy and other relevant supporting document (such as copies of monthly bank statements, bank books or ATM cards showing the names of account holders and the account numbers) when submitting the applications.


Auditing and Monitoring Mechanisms

When processing applications, the Government appointed agent will verify the information submitted by applicants and if necessary, require the applicants to provide original copy of the relevant information. The Government appointed agent will also review the applications by sample checking after the disbursement of subsidy to prevent abuse. Applicants should retain for two years the original copy of all documents submitted for application reviewing purposes.

If an applicant has breached any Terms and Conditions under the Scheme, including making false representations on his/her employment status, the Government reserves the right to reject the applicant’s application and/or claw back the subsidies disbursed from the applicant’s account for receipt of subsidy under the Scheme.


Legal Liabilities

The applicant must provide true, complete and accurate information in the application form, otherwise, the relevant application may be rendered invalid, rejected and/or disqualified. If an applicant makes any false statement or misrepresentation, withholds any information, or furnishes to the Government or the Government appointed agent any false or misleading documents or information for the purpose of obtaining subsidies under the Scheme, the applicant may be liable to prosecution.
